Charter

For whom?

Lynette’s crèche and pre-school is a sample section of the population of Mutare. The children attending are between the ages of 2 and seven and of all races and religions.

The people in charge

Lynette’s crèche trust in Mutare has three members from Mutare and two representatives from the trust in the Netherlands. In charge of daily management are:

Financial and administrative support. Perry and Anneke have the final say in reduction or complete sponsoring of parent tuition.

The trust based in the Netherlands looks on at the decisions made in Mutare, but has the final say in the extent of investments, permissible operating costs and the long-term goals.

Responsibility to the children

* Respect for the individual, loving attention, being able to work in a group, creativity, concentration and developing discipline.
* Alternation in the following day-activities: learning, education, creativity, exercise and sports.
* Food is offered in the mornings and afternoons because there’s no learning on an empty stomach!

Responsibility to the parents and community

* Stability, safety and care for their children. This offers the mothers an opportunity to have a job.
* Preparing children for primary school.
* Direct communication and information. Stimulation of parent-participation (money, time, action) and the carrying out of values and if necessary influencing these values. (Library, documentation, newsletters, sports day, open house/parentdays).
* Care and support in homework classes for children who are now in primary school.

Responsibility to the staff-members

* A clear organisation with specified responsibilities.
* Encouragement and stimulation of creativity.
* The development of an open management based on continuity (evaluation, deliberation, and participation are fundamental).
* · Quality tools for the staff-members, encouraging the getting of an education so that the quality level of the crèche is maintained and developed.
* Fair wages (legal minimum at least) paid for work and care and the prospect of a reasonable provision for old age.

Responsibility to educational establishments

* Communicating, exchanging and harmonizing the goals for a better education.
* Encouraging the placement of children in a next (higher) learning phase.

Responsibility in the distribution of costs

* The quality of Lynette’s crèche keeps improving, but tuition will not increase.
* Structure of the parents’ financial contribution:
o A fair monthly contribution (lower than the competition is asking for contribution)
o Parents with a steady income pay the full amount
o Parents with less financial capacity are offered a reduction; this in consultation with Perry, Anneke and Lynette.
o Children of parents with little or no income receive a full sponsorship.

Responsibility to the financial management of Lynette’s crèche

* The management of Lynette’s crèche will try as much as possible to cover the operating costs with the parent-tuition.
* The extra investments in people, buildings and care is carried by the trust in the Netherlands.
* The reductions some parents receive and the sponsorships are also carried by the trust in the Netherlands.

Because of this, annual agreements have to be made considering the fee-structure and the number of children in each category. Restrictions and goals will also be enforced on the management.

Responsibility in communication with trust and parents (budgets and coverage)

* Every year, no later than November, the management will draw up a budget for the coming year. This budget has to be approved by the trust in the Netherlands.
* A financial report is written at the end of each school term (exploitation summary and cash flow statement).
* · After each term the daily management sends a quality report to the trust – parts of this quality report can be used in the info bulletin to the parents and the Dutch newsletter.
